Bruce Rector is the Mayor of Clearwater. Clearwater has a council-manager government, so the mayor is one of five votes on the City Council rather than a chief executive; a hired city manager runs the departments. The mayor presides over meetings, is the city’s public face, and votes on the budget, tax rate, ordinances and development approvals like everyone else.
