This 1926 building near Williams Avenue was originally a segregated YWCA branch serving Black women, then a WWII USO for Black servicemen, and later a Red Cross relief center after the 1948 Vanport flood. Since 1959 it has been home to the Billy Webb Elks, a historic Black fraternal organization.
